fa بررسی واکنش مخارج آموزشی خانوار به شوکهای حاصل از تحریم: مطالعه استانی Investigating the Response of Household Education Expenditures to Shocks caused by Sanctions: A Provincial Study عمومی General پژوهشي Research <div style="text-align: justify;">آموزش به عنوان یکی از متغیرهای کلیدی سرمایه انسانی، رابطه مستقیمی با رشد و توسعه کشورها دارد. لذا، امروزه کشورها در سراسر جهان تلاش می‌کنند، سیستم‌های آموزشی خود را در برابر شوک‌های اقتصادی محافظت کنند. با توجه به اینکه در سال‌های اخیر به دلیل تحریم‌های بین‌المللی، شوک‌های زیادی در متغیرهای کلان اقتصادی کشور اتفاق افتاده است، مسلما مخارج آموزشی خانوارها را نیز دچار تغییراتی کرده است، که ضرورت بررسی و ارزیابی این اثرات، احساس می‌گردد. لذا این پژوهش در تلاش است به بررسی اثرات شوک‌های متغیرهای کلان اقتصادی بر روی مخارج آموزشی خانوارهای ایرانی در استان‌های مختلف در بازه زمانی ۱۳۹۸-۱۳۸۰ بپردازد. بدین منظور، برای تخمین مدل، از مدل پنل‌ور بیزی  در نرم‌افزار متلب بهره گرفته شد. نتایج بدست آمده نشان داد که شوک تورمی، شوک مخارج دولت و شوک نرخ ارز؛ دارای اثر مثبتی بر مخارج آموزشی خانوار تمامی استان‌ها هستند. این درحالیست که شوک درآمد نفتی دارای اثر منفی و معناداری بر این مخارج می‌باشد. بنابراین، با توجه به تاثیر مثبت شوک‌ها در افزایش مخارج آموزشی و همچنین اهمیت بالای این متغیر در رشد و توسعه اقتصادی، لازم است دولت و برنامه‌ریزان، سیاست و برنامه مناسبی را در جهت کاهش اثرات این شوک‌ها بر خانوارهای آسیب‌پذیر و کم درآمد درنظر بگیرند تا از آثار نامطلوب بلندمدت آن جلوگیری به عمل آید. <div>  <hr align="left" size="1" width="33%" > <div id="edn1"><a href="#_ednref1" name="_edn1" title="">[i]</a>. Matlab </div> </div> </div> <div style="text-align: justify;">Education as one of the key variables of human capital has a direct relationship with the Economic growth and development of countries. Therefore, countries around the world today are trying to protect their education systems from economic shocks. Given that in recent years there have been many shocks in the macroeconomic variables of the country, undoubtedly, the educational expenditures of households have also changed, and their effects need to be examined. Therefore, this study tries to investigate the effects of shocks of macroeconomic variables on educational expenditures of Iranian households in different provinces in the period 2001-2019. For this purpose, the Bayesian Panel VAR model in Matlab software was used to estimate the model. The results showed that inflation shock, government spending shock and exchange rate shock have a positive effect on household education expenditures in all provinces. However, the oil revenue shock has a significant negative effect on these expenditures. Therefore, given the positive impact of shocks on increasing education expenditures and the high importance of this variable in economic growth and development, it is necessary for the government and planners to consider appropriate policies and programs to reduce the effects of these shocks on vulnerable and low-income households to prevent long-term adverse effects.</div> مخارج آموزشی, شوک اقتصادی, مدل بیزین, مطالعه استانی, تحریم‌های اقتصادی.
