For a long time now and in the transition of various developments that have taken place in higher education, quality has always been one of its main issues. Various trends such as the massification of higher education, internationalization, globalization, constant changes in the university environment, the expansion of the range of higher education stakeholders, serious financial challenges of universities, changing the content of some academic features, striving for competitiveness and similar factors. It has challenged in terms of quality. Therefore, the concept of comprehensive quality management, focusing on stakeholder satisfaction and continuous improvement, was introduced in higher education to provide an environment in which the university is flexible to environmental changes and can increase the satisfaction of its internal and external stakeholders by improving the quality of its features. All this plays a serious role in the survival and stability of the university. The present study uses the Walker and Avant concept analysis method to first recognize this concept in the higher education environment and then explain its practical applications in the university environment. Findings show that the three factors of focus on stakeholders, continuous improvement and promotion of participation guarantee the success of comprehensive quality management in universities. As a result, any reform or change and innovation in the comprehensive quality management system of higher education in the country requires strategic analysis and careful and in-depth review of policies, the most important of which are changes in higher education policy-making and management, integration through auditing. And considered accreditation, attention to higher education levels and standards, application through social order, understanding of globalization developments and internationalization processes, and funding through attracting and facilitating non-governmental sector participation.
